In Maracaibo, Zulia three services determine a property's value above any finish: where the water comes from, what happens when the power goes, and whether there is fibre on the street. A property that solves all three sells and rents. One that does not sits on the market for months, however good it looks.

The Venezuelan property market has split in two, and almost nobody says it in these words. On one side are properties that function autonomously, which sell and hold their price. On the other are those that depend entirely on the grid, which are hard to sell even when the price looks like a bargain. The line between them is three services. Here is what to check before you commit, and it works whether you are visiting in person or touring by video call from abroad.

1. Water

This is the first question, not the third. In Maracaibo supply is not uniform between sectors, or even between streets in the same sector.

This became decisive with remote work, and it is the factor changing relative values between areas fastest.

Practical rule: between two properties at the same price, the one that solves water, power and internet is worth more than the one with the better kitchen. A kitchen can be changed in two weeks. A well cannot be improvised.

Questions for the neighbour, not the seller

The seller has a legitimate interest in selling. The neighbour has none, which is why they are the best source of information you will find.

  2. How often does mains water reach this street?
  3. How is security organised in this sector?
  4. Which internet provider actually works here?

Why this is an investment decision, not a comfort one

If you buy to let, these three services determine your vacancy. A solvent tenant in Maracaibo will not accept a property without backup power, and given the supply in the city, they do not have to.

If you buy to resell, they determine your exit liquidity. Remember that in Venezuela the buyer pays cash, which makes them a demanding buyer with options. An autonomous property sits in the segment that moves; a grid dependent one sits in the segment that stalls.

And if you buy to live in it, they simply determine whether you will be comfortable at two in the afternoon on an August Tuesday.
